The SLAC Facilities Department Head reports to the Associate Laboratory Director for Operations and is responsible for the intellectual leadership and implementation of strategic and tactical site planning; the design, construction, improvements and maintenance of SLAC’s general purpose infrastructure; the provision of services for the program-specific facilities as appropriate.
The Facilities Department is currently organized into the following functions: Engineering, Construction and Project Management; Plant Operations and Maintenance; and Site Planning and Management. The Facilities Department Head plays a leadership role, making substantial contributions to the success of the Laboratory and is a key member of the Laboratory Operations Leadership Team. The Department Head works with infrastructure and funding managers in the DOE SLAC Site Office and Office of Science for facilities renewal and investment. The Facilities Department Head is the Building Official for the Laboratory and requires a full commitment to safe mission accomplishment in an environmentally friendly manner.
Primary Responsibilities
• Ensure Site Planning, Design, Maintenance consistent with the SLAC vision and mission.
• Design and construction of general purpose and scientific facilities including project management of in-house and outsourced design and construction projects.
• Manage and meet an annual operating and capital budget of $25 million per year (depending on level of construction); personally model and promote safety and customer service to a staff of approximately 140; and provide advice and counsel on the planning for the appropriate infrastructure and operational services that will support the Laboratory’s scientific programs and the ongoing operational maintenance requirements.
• Work with the scientific community and members of the Facilities leadership team in developing a plan and executing against that plan for all scheduled, unscheduled and deferred maintenance. Accountable for developing standards and monitoring techniques for quality and customer service in all areas of the Facilities Department.
• Develop and maintain strong working relationships with the Facilities SubCouncil and the scientific division leaders, ensuring that short term and long term requirements for facilities infrastructure and services are aligned with the scientific Directorates’ goals, plans and projects.
Facilities Strategic Leadership
• The number one priority (in process) is to create a Facilities Business Plan that ensure Facilities plans, priorities, and daily efforts are aligned with, advance or support the scientific vision for SLAC.
• Recommend the appropriate organization structure in support of the plan, and facilitate the accomplishment of that plan to assist staff through transitions while providing superior quality of work and customer service.
Facilities Site Planning
• Manage facilities renewal program for building and infrastructure maintenance with particular emphasis on mission-readiness to support future scientific program needs
• Lead master site plan efforts on behalf of the Laboratory, planning for the near-term and future of the Lab’s facility needs
Facilities Management
• Implement and manage facilities management systems by partnering with the appropriate Operations divisions and departments.
• During the next 12 months, provide special attention to the engineering staff through mentoring, coaching, and professional development.
• As Building Official, responsible for the condition and safety of existing structures and for updating the Laboratory design and construction standards.
• Manage the operation and maintenance of the utilities at the Laboratory to achieve conservation of resources.
• Serve as a key liaison to the Department of Energy and Stanford University officials and influence the implementation of DOE policies as they impact the Facilities Department. Pay particular attention to ensure the success of the Strategic Line Initiative at SLAC.
• Contribute to the management of community affairs activities appropriate for representing facilities related community concerns.
Safety
• Create a safe workplace and work diligently to reduce accidents in the Facilities Department. Analyze workplace and environmental hazards, implement controls to reduce or eliminate hazards, and set goals for continuous improvement. Ensure that staff actively incorporate safety into their work, take preventive actions to minimize injuries and illnesses, property damage and adverse environmental impact, and thoroughly investigate all accidents.
• Follow SLAC and University management guidelines related to environmental safety & health, diversity and property management.
Partnering
• Serve as a full member of the Operations Leadership Team serving as a partner and source of influence throughout the Operations Directorate.
• Serve on Laboratory committees that improve institutional management and development.
• Partner with the Stanford University, the Department of Energy, and other National Labs ensuring the development and implementation of best business practices.
Required
• Bachelor’s degree in engineering, architecture, facilities management, or related discipline. Relevant experience performing above listed responsibilities may be substituted for a degree.
• Extensive experience in managing a facilities department of a private industry complex, university, or government research complex or campus with demonstrated improvement in efficiency and cost-effectiveness.
• Strong project management experience.
• Experience at the Senior Management Level; technical knowledge of best practices in the facilities management discipline (including engineering, architecture, and maintenance activities); and proven experience in balancing the role of change agent and stabilizing force.
• Understanding of community relationship issues associated with long range planning and environmental impact studies.
• Working knowledge of relevant government policies, regulations and practices.
• Experience performing annual and long term strategic planning.
• Proven ability to execute plans, manage projects and achieve results.
• Extensive experience in managing all financials, staff and the technical aspects of a facilities organization.
• Demonstrated leadership and teambuilding experience.
• Demonstrated ability to communicate effectively, be persuasive and build relationships across an organization.
• Experience working in an environment dedicated to quality, safety and customer service.
Desirable:
• Advanced degree.
• A professional engineering license from the State of California
• Proven ability to evaluate facilities organizational structures and to effectively execute an organizational change
• Health and safety management expertise;
• Human resources and diversity management experience;
• Demonstrated leadership of continuous improvement programs.
